Right now, LTO is disabled for RPM builds in general. The block removed by this
commit is no longer in use (the lto_build condition has no effect at the
moment). Therefore remove it to be consistent with the master branch.

This reverts commit 5e06cd5c.

Remove irrelevant macros, fix %package and %file sections.

Works the same way by default, but now there are options.

* Use icinga-boost packages for SLES 12 and OpenSUSE 42.3
* Update provide names

* el6: Use new boost name
* Allow configuration of rpath when required

The linker seems to have problems without.
