Testing locally, I used different strings in place of GPL-2.0-or-later (or removing the special instructions for SUSE in icinga2.spec concerning the license), which had the effect of the same error message being shown. http://license.opensuse.org/ clearly states that GPL-2.0-or-later is the proper way of specifying the GPLv2+ license for SUSE systems, so I have no idea, what the issue is.
